Any government effort to control vehicle ownership and usage will have differential impacts on the various segments of the population and thus it is important for the government to have a better understanding of the underlying demand. This paper estimates a logit model of vehicle ownership, with a specific focus on demographic characteristics, to assist policy makers in designing a more comprehensive strategy and to address someo f the issues that may arise of any ownership and usage restraint policies
