In this paper two educational consultants, one a researcher in South African issues and the other a researcher in Kazakstan issues, share their respective experiences of teaching in South Africa and Kazakstan and examine their assumptions and methods of consultation. The paper analyzes how the consultants ' observations of education in these emerging democracies can inform their work as educators in the United States and how their research endeavor can also serve to analyze the use and study of qualitative self-report data. It asks the following questions: What do consultants offer to educators in emerging democracies?; How can they assess their work?; How does knowledge of experiences inform what is known about teaching and learning?;...
