With China’s rapid economic development, the economic transformation and emission reduction based on energy con-servation are the two key problems of Chinese economic development. In this article, we made quantitative analysis to the energy conservation and emission reduction of Jiangsu industrial restructuring and industrial technology progress by using the model of input-output methods with the data of Jiangsu input-output table in 2007. The result showed that if energy consumption caused by per unit output in the industry higher than average level of all the industries, we can de-crease its proportion of all the industries.
