Abstract — This paper develops Common Radio Resource Management (CRRM) concepts, which allow exploiting trunking gains of heterogeneous cellular 3GPP-based networks through smart Radio Access Technology selection mechanisms. The presented framework covers the complete development cycle: firstly the theoretical conception of the algorithmic solution also supported by means of an analytical approach, secondly the performance assessment and finally, the algorithm implementation definition on real systems.
