Torture takes a massive psychological, physical, and social toll on individuals and societies. There are more than 500,000 torture survivors now living in the United States (Center for Victims of Torture, 2005). Refugees and those who the United Nations High Commission on Refugees [UNHCR] designate as being a “population of concern” (asylum seekers, stateless individuals, etc.) are perhaps the population most vulnerable to torture, because they typically lack the protection of any government (Basoglu, 1992). It is estimated that there are nearly 34 million of these individu-als worldwide (UNHCR, 2012).
