What are the main guidelines of the Finnish drug policy? What is the extent of drug use in Finland? Can those who seek treatment access it? Is the exchange of drug needles and syringes worthwhile? Are drug users socially marginalised? What substances circulate on the Finnish drug market? This report examines the development of the drug situation in recent years. Part A describes the drug situation from the perspectives of legislation, policies, use, harm, treatment and other interventions. The drug issue is approached from the health, social and criminal perspectives. Part B discusses selected issues related to drugs, this year’s theme being the market for and production of cannabis, and the use of amphetamines. This report is one of the national annual reports compiled by National Focal Points in the European Information Network on Drugs and Drug Addiction (REITOX), co-ordinated by the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA). These national reports form the basis for the EMCDDA’s annual report The state of the drugs problem in Europe
