This article examines how unions can represent workers in a labour market that is increasingly divided into insiders and outsiders. The first part of the article focuses on prospects for soli-darity in the context of current bargaining structures and considers new forms of regulation that allow for more universal forms of wage protection, including a European minimum wage. The second part of the article discusses the introduction of new negotiation practices that allow – through social partnership – for employee representation and protection at the work-place.
