Act (NCLB) and the Individuals with Disabilities Educa-tion Act (IDEA) hold states and local schools accountable for ensuring all students achieve high academic standards. Two recent reports on the state and local implementation of NCLB (Le Floch et al., 2007) and IDEA (O’Reilly et al., 2006) document both considerable progress and continuing challenges. Students with disabilities and students from ethni-cally/linguistically diverse backgrounds were most likely not to make adequate yearly progress under NCLB accountabil-ity measures (Le Floch et al., 2007).
