Recruiting and selecting new teachers: The recruitment budgeting cycle

School boards do not provide generous support to recruitment unless they are convinced of its effectiveness. The recruitment budgeting cycle is intended to place recruitment activities on a more professional plane and to encourage more systematic implementation of recruit-ment activities. here is little need to convince school administrators of the impor-N tance of effective recruitment and selection of staff. One of the rela-tively few instances of tight coupling in education lies in the admin-istrator’s opportunity to strengthen organizational operations and outcomes by hiring well (wrick, 1976). As between recruitment and selection, however, the professional lit-erature dedicates far greater attention to selection. This imbalance exists despite the fact that selection can be truly successful only if the individuals who are selected are chosen from a high quality pool of applicants. In the competition to attract qualified applicants, successful schools and school systems bring not only appropriate priorities and activities to the task, but also the resources necessary to enable achievement of the priori-ties. This article presents a planning procedure designed to help ensure that sufficient resources are made available to support recruitment.
