Civilian police are increasingly deployed to war-torn and developing nations with traditions of authoritarian governance and repressive policing practices. This ‘ new international policing ’ is defi ned as an ‘ increase in the scale, institutional support, and roles and expectations attributed to civilian police in international peace support and other like deployments ’ (p. 3). It entails both the provision of temporary policing services as well as policing reform schemes within longer-term developmental programs. Drawing on secondary academic sources, offi cial documents and interviews with key actors and commentators, in this book, Greener aims to shed light on this phenomenon for international relations scholars; highlight changes in the international domain; and identify limits and issues (p. 2). The fi rst of two thematic parts focuses on international policing in practice. Here, Greener provides a brief history of international policing from the Cold War to the late 1990s and in the next three chapters, describes case studies of Kosovo and East Timor; the Regional Assistance Mission to Solomon Islands (RAMSI); and Afghanistan and Iraq, respectively.
