The purpose of this Standard is to ensure that the peacetime staffing requirements of the Military Health Services System (MHSS) provide quality medical care in a productive environment. The Joint Healthcare Manpower Standards (JIO(S) provide the Department of Defense and the HHSS with a uniform system for determining peacetime healthcare manpower requirements for operation of fixed military medical treatment facilities.
