Recent worldwide efforts to further economic growth and social development have turned attention anew to the role that education may play in developmental processes. This paper ex-plores valuations that up until recently have underlain most coun-try development programs. The justification of education as invest-ment in human capital is critically examined, as is the use of out-moded economic concepts and models in educational planning. The paper suggests as an alternative the use of an integrated ap-proach to development and education. The possibilities for such an approach have recently been suggested by theoretical social scientists as well as by practical planners.
