*Hawaii This report contains collective data on Hawaii's schools for the school year 1998-1999, showing trends over time and, where appropriate, comparisons with data from other states. The report covers public education from kindergarten through grade 12, with data from all 251 schools in Hawaii. Enrollment growth has declined sharply in the past 3 years, and overall enrollment actually declined by 196 in 1998-1999 in all but one school district. The numbers and proportions of students with special needs are increasing. These students are those from poor economic circumstances, those with limited English proficiency, and those who need special education services.
