Over the last 30 years industrialization and urbanization in China has mirrored the fast pace around the world previ-ously for high economic outputs. The rapid development has also resulted in significant environmental cost. Dete-rioration and pollution of the clean or close-to-clean environments are widely evident, particularly in the coastal areas of the country (Shen et al. 2010) where development was first implemented. Such negative changes are also openly stated in the status reports by the Ministry of Environmental Protection of PR China.
