Within the changing context of Western Europe healthcare systems, much discussion is currently underway about nursing educational programs and reform of healthcare settings in relation to nursing sci-ence and research (Spitzer, Kuhne, Perrenoud, & Camus, 2008). Nurses are viewed as key professionals in moving forward with new public policies. While implementing anticipated services, it is expected that nurses will func-tion within predetermined cost containment parameters, while promoting quality care for individuals, families, and communities.
