heart of the crisis in American education is the link between teacher education and good teaching, with each being a necessary, but insufficient, condition for good schools. Over a 5-year period, he and his collab-orators at the Center for Educational Renewal at the University of Washington examined intensively the health of teacher education at 29 institutions, a repre-sentative sample of 6 types of American teacher edu-cation schools and departments. They assert 19 postu-lates that describe the conditions that are necessary for effective teacher education, and they found that by and large these conditions were absent in the sample.
