To analyze the planning and implementation of plans for an organization of higher education within a larger state-wide movement, this study was designed to investigate the following elements of the St. Louis County Junior College District: (1) interoraanizational relationships which evolved between local, state and national levels in preparation for and prior to the formal establishment of the new educational organization, (2) the initial goals for the new educational organization which emerged during these years of preparatican, (3) the avenues through which these goals may have been transferred to the new organization, (4) the early critical decisions made by the leadership of the new organization in establishing a social base for the org...
