The principal addresses urge action on behalf of individuals disabled developmentally in childhood, and explain fiscal synergism in the Office of Management and Budget to advance the nation's social goals, respectively. Seven papers focus on planning and evaluation of programs at the community and state levels, while three papers center on reaching special populations among the developmentally disabled.
