Firstly, I would like to thank the almighty God for giving me the strength to pursue my studies under difficult circumstances. Credit goes to my supervisor, Mr Dikgang Motsepe, for his patience and thoughtful guidance throughout this project. His mentorship has been instrumental in the completion of this research project. I cannot express enough how grateful I am to have been able to work alongside him while researching on the oversight role of the Department of Human Settlements over the National Home Builders Registration Council (NHBRC). My sincere gratitude goes to Mr Joseph Leshabane who, in his capacity as an expert in public service administration, provided his intellectual and technical know-how in the field of administrative oversight. I am grateful of his support of my research interests in oversight management. I would like to thank Mr Morris Mngomezulu, the head of the division overseeing all entities reporting to the National Department of Human Settlements for being instrumental in developing my knowledge base in the field of policy implementation oversight.
