Meeting the needs of homeless chil-dren is one of the greatest challenges now facing the educational system. For that reason, the Stewart B. McKinney Homeless Assistance Act was enacted in 1987 to provide homeless children with educational opportunity. Because the effectiveness of statutes seems con-tingent largely on compliance issues as-sociated with the regulatory model of providing equity, this article examines how those issues are relevant to the act.
