Traditional business development strategies in low-wealth communities have focused primarily on providing capital and entrepreneurial training to "atomistic " individual small firms. Literature on enclave economies argue that the business development strategies observed in certain "successful" communities rely upon the mobilization of community resources. This perspective focuses upon the role that linkages and interaction of businesses play in generating economic opportunities not only for the individual business but for the entire community. Micro-enterprise assistance programs developed throughout the past decade to provide credit and training to very small businesses overlooked by traditional business development programs. Many of these programs have adopted a peer-group lending strategy that disburse credit based upon approval of borrower groups comprised of other business owners.
