(Brock 2009), the relationship between cosmopolitanism and democra-cy is articulated in two ways. First, through Brock’s own account of “Responsive Democracy”, and secondly through her application of Elizabeth Anderson’s theory of “democratic equality. ” My reflections here are driven by a tension that appears to exist in Brock’s account. On the one hand there are the interests, outcomes and the effective-ness of a politics that privileges the well being of the individual –the politics that is at the heart of a cosmopolitan account of global justice–.
