from the United States Naval Postgraduate School Better methods have been developed recently to provide for the maintenance of a continuous inventory of U. S. Navy officer billets which require technical postgraduate educa-tion for the incumbents. The problem confronting the per-sonnel planner is how to allocate quotas to the various postgraduate curricula when requirements are far in excess of personnel resources. A method is developed for deter-mining the optimum number of officer inputs to individual postgraduate curricula, based on an assessment of long range utility to the Navy and the government.
