School administrators in South Dakota and throughout the United States, in order to fund educational facility replacement and renovation projects, initiate school bond elections that they often have difficulty planning to successful conclusions. This study uses an exploratory data analysis to determine the factors within a community and within the campaign structure that have an effect on school bond election outcomes. Results from interviews reveal these factors to include: having an active citizens support committee and adequate organization; understanding of the needs of the community; effectively communicating of the needs of the schools; using campaign activities that are personal and direct; appealing to the appropriate target audienc...
