State regulation of various nontraditional education _programs offered by public are private institutions in off-campus locations and outside the state of home-base operation are described. Co-mon elements of licensure laws (tc license degree-granting institutions) are described and include: (1) exempted institutions such as regionally accredited institutions and special purpose institutions; (2) consumer protection pfovisions; and (3) minimum standards. The application or non-application of state regulations on out-of-state institutions is analyzed.
