Education in the next century must reflect the needs of students. Unfortunately, reform efforts often appear to be fragmented and unfo-cused. The model discussed in this article provides a conceptual frame-work for reform and numerous means by which the proposed framework can be implemented. we approach the twenty-first century, educators are develop-~J ~ ing a vision of what the future will hold for schools, school-As ing, and teachers, a vision that must focus on all dimensions of education if change is to be effective.
