The textile and clothing (T&C) industry has played an impor-tant role in economic development. It is possible to beginT&C production with relatively small amounts of capital and access to a large low-skilled, low-paid work force.1 T&C prod-ucts are "typically among the first items produced and exported by a newly industrializing economy as it begins to diversify away from primary production " (Park and Anderson 1988, p. 1).
