Our story begins in the mid-1980s with community-wide discussions on Key Projects for the NASA/ESA Hubble Space Telescope. The extragalactic distance scale was the perfect example of a project that would be awarded a generous allocation of time in order that vital scientific goals would be accomplished even if the lifetime of the telescope proved to be short.
