GIS and Community Participation for Flood Model Data Preparation: A River Reconnaissance Survey in Lipadas River, Southern Mindanao, Region XI

ABSTRACT: Community based flood assessment is essential for flood hazard mapping because people know a great deal about their surroundings. Geographic Information System (GIS) and Community Participation are the approaches used to integrate modern technology and to incorporate the knowledge and opinions of rural people in flood hazard assessment. It discusses the flood reconnaissance survey as participated by the locals in the community in order to strengthen a good partnership between local government units, universities in the region and national institutions. The paper also shows flood prone areas in the local community using GIS and was validated using Focus Group Discussion (FGD) and Key Informant Interview (KII). Specifically, the study found out the flood coverage, height of flood, damages brought about by flood, probable cause of flood and other flood hazards encountered. Installation of rain gauge, deployment of digital current flow meter (DCFM) and depth gauge which were participated by community representatives were also presented in this paper. All of these findings and the use of LiDAR Technology acquired by UP Diliman Data Acquisition Component are the requisites for the data needed in flood hazard mapping specifically presented through the case of Lipadas River in the province of Davao del Sur, Southern Mindanao, Region XI
