Recently, abnormal climatic conditions have been reported around the world. The reason for this is presumed to be global warming due to increases in the amount of atmospheric carbon dioxide. In September 2013, the Intergovernmental Panel on Climate Change (IPCC) approved the Fifth Assessment Report in the Summary for Policymakers. The report stated that the global mean surface air temperatures over land and oceans increased over the last 100 years. The Japan Meteorological Agency reported in February 2014 that the global average surface temperature for the year 2013 was estimated at +0.20°C above the 1981–2010 average and ranked as the second warmest on record since 1891, a period of 123 years.
