2005. The rapid growth in programs and growing national awareness of the importance of early education has not only led to increased access, but has generated questions regarding which types of programs are most effective, and how much these programs cost. Abundant and convincing evidence has demonstrated that states should fund quality preschool programs, but less research is available to suggest how much funding is necessary for programs to achieve their desired effects. In this brief, we discuss current state spending on preschool, identify some aspects of programs that are clearly related to cost, and offer estimates of the state commitment necessary to achieve various levels of access and quality
