What is the impact of state resource adequacy determinations, renewable mandates, multi-state planning “blueprints ” and MOUs, and state RFP processes on wind development in each regional market? 2. How is the promotion of wind development changing transmission planning; and how are regional transmission planning policies affecting wind development, in each ISO/RTO? 3. Is there a level playing field for investor-owned, public power, and merchant transmission entities? What is the future of each model in these markets? 4. Is greater inter-regional coordination needed, and how will the ISOs/RTOs respond to FERC’s policies on improved inter-regional planning
