Dear Members of the Sussex County Board of Chosen Freeholders, Health and Human Services Colleagues,

and Residents: I commend the Human Services Advisory Council (HSAC) for undertaking this important initiative. The Countywide Needs Assessment has produced groundbreaking research as well as a dynamic model for strategic planning that will have an impact on the health and human services system for years to come. The Countywide Needs Assessment is a study of the specific areas of human service needs, health needs, and health risk factors within Sussex County. It was accomplished by calling on individuals within our community to help make a difference in the long-term health status of our residents and in the delivery of human services to meet the current and emerging needs of those who are living and working in our community. I am hopeful that the data contained in this document and the recommendations that accompany it will be a foundation for the changes still necessary to insure Sussex County residents the quality of life they deserve.
