This new approach aims to remedy the gaps of the PA Five-Year Doctrine Development Action Plan. 2. The strategy reflects the Philippine Army’s intent to prioritize doctrine development component of the Modernization Program. This would then impact on the enhancement of the Army’s capability as it faces the threats of the new century.
