Transverse electric surface waves are analyzed in a plasma medium bounded by a left-handed material. A dis-persion relation is obtained by applying the boundary conditions for the tangential field components. Numerical investigations show the dependence of effective wave index on the propagation frequency for different thicknesses and number densities of the plasma medium and also for different values of the filling factor of left-handed material
