Abstract—Various cross-layer optimizations have been recently proposed to improve the performance of TCP in wireless net-works. In this paper, we propose a dynamic OFDMA based subcarrier/power allocation which aims to constrain the achiev-able rate on each flow proportionally to the TCP throughput of the corresponding flow. Numerical investigations reveal that the proposed approach significantly increases fairness among TCP flows operating over end-to-end paths of different characteristics. I
