Measuring Electronic Government Readiness in Public Agencies

Governments worldwide are encouraging public agencies to join e-government initiatives in order to provide better services to their citizens and businesses. Hence governments have a need to determine the readiness of individual public agencies to embark in such initiatives (e.g., in order to define policies and improvement programs in case they are not ready). In this paper, I establish this problem, propose a model and standardized measurements of e-government readiness at the agency level as a solution, present empirical results from the application of this model, and finally from the results of that work I outline possible future research directions written in the form of research questions
