Two events – the Flores v. State of Arizona1 (Flores) ruling in 2000 and the voter-approved Proposition 2032 in 2002 – have significantly changed the legal landscape in Arizona for English Language Learners (ELLs).3 The Flores case imposed a number of duties on the State Board of Education and the State Superintendent of Public Instruction related to identifying and providing appropriate services to ELLs.
