The City of Rolla has developed this plan in order to maximize their emergency response capabilities. Its purpose is to assign responsibilities, develop procedures and identify resources that will give local officials the best comprehensive emergency management capability possible, considering available resources. This plan and its supporting documents will assist the local government officials in meeting their responsibility for dealing with threats to the lives and property of their constituency.
