2 The Tennessee Bar Association (“TBA”) petitions the Court to adopt amended rules, set out in detail below in this petition, that would govern the conduct of lawyers licensed in other jurisdictions but practicing law in Tennessee, and that would authorize such practice, on a limited, specific, and controlled basis, while governing the conduct of any lawyers who do so, all with a view toward protecting clients, the public, and the courts and honoring the choice of counsel by clients, who increasingly face multistate and interstate legal issues.
