1 Towards a measurement of the public services productivity: a practitioner’s guide1

The main objective of this project is to provide a methodological frame-work in which the public services productivity can be underpinned taking into account the reliable achievement of high quality metrics. The role of the input-output model is highly stressed throughout this work; however, it’s shown that even though that model is indispensable for a sound public policy analysis, a public service productivity measure will always need to be adjusted by the quality involved within the service process. Finally, the paper’s conceptual framework is articulated with a general guide that aims to be a useful practitioner’s guide for calculating the public services productivity. 1
