Reforming healthcare sector in Sri Lanka through public private

Abstract: Sri Lanka, as a developing country faces many challenges in improving the infrastructure facilities along with the other sectors of the country after ending the thirty years of war. Sri Lankan government cannot fulfill ever rising demand for product and services to its nation on its own. Healthcare being one of the main responsibilities of the government. Sri Lanka is somehow able to upkeep the health indicators along with many of the developed countries. But with the life style changes of the populace, Non-Communicable Diseases (NCD) Rate and the Ageing population has increased during the past decade. Requirement of the need for public-private partnerships arises in the context of inadequacies of the health resources to provide quality healthcare to its public in an efficient and effective manner. This paper is intended to provide the overview of the Public Private Partnership (PPP) in the health sector and key types of PPPs encountered in practice in the health sector in Sri Lanka with associated risks, benefits, and potential areas to implement PPPs in the health sector. This paper will suggest the appropriate PPP model in order to reform the health sector in the country. This study is mainly focus on perception of the healthcare officials in Sri Lankaon application of PPPs in the health sector as an alternative development tool.
