The paper describes a methodology for providing and analysing potential maintenance budgets at the global level. The schema and methodology will be described in the paper. The methodology was applied to the Australian National Highway System using a snap-shot in time for 1992/93 data which was the best available information. A number of different scenarios were investigated. It was found that rutting and fatigue cracking were driving the expenditure requirements of much of the network. This may be due to the fact that the level of roughness was already of a good standard.
