PAVEMENT MANAGEMENT PRACTICE IN THE PROVINCE OF THE WESTERN

The implementation and management of a pavement management system in the Province of the Western Cape is described. The system consists of an input pa-rameter module, project identification and ranking module incorporating a simple economic model, an analysis module incorporating reseal, rehabilitation and mainte-nance models, and an economic analysis and optimisation module incorporating performance prediction models. The system identifies and ranks projects in terms of excess user cost. Incremental cost-benefit analysis and optimisation of pavement rehabilitation and reseal projects assists in determining optimum rehabilitation and maintenance strategies under constrained budget conditions. The process of project identification and prioritisation is based on a rational methodology and enables management to plan maintenance and rehabilitation activities and manage the net-work cost-effectively
