The implementation of PMS by stages involves some changes and uncertainties, but has also some advantages. This paper describes the improvements introduced into the system during its implementation. In the first stage, evolution curves were designed using a cross-sectional method. This means that with only one visual survey, the fatigue evolution curves were established. Further surveys allowed calibration and correction of the first model by a longitudinal study, taking into consideration the evolution since the previous survey. An indexing method for fatigue is also presented. The need to simplify the survey method leads to a sampling method. The selection of a fix number of samples per homogeneous section is examined. Weigh-in-motion devices permit an approach to the real loads in the network. The possibility of extending the results from measured points to the entire network is contemplated. Deflectographs have been traditionally used in Spain for overlaying projects. The PMS requirements show the necessity of higher performance devices. Measurements with the Curviameter MT-15 are strongly correlated with those obtained with the Benkelman Beam. This equipment is used at present for the surveying of main roads. The adaptation of the inventory method and the use of ground penetrating radars will improve the knowledge of pavements. The introduction of an international index for the measurement of friction (IFI) to evaluate skid resistance is also shown. A global positioning system (GPS) will help for the referencing of roads, a matter of ceaseless concern
