“Disaster Risk Area ” of Building Standard Law and other urban land use control systems during and after the Great East Japan Earthquake. Some cases of these systems in tsunami affected areas of Tohoku region are evaluated and the limitation to apply these systems to tsunami prone cities such as Kesennuma city in Miyagi prefecture, Kamaishi city in Iwate prefecture. Several issues of land use control are analyzed based on the views of municipalities. Miyagi prefecture and Iwate prefecture were taking different recovery policy and program soon after the Great East Japan Earthquake.
