1.1 Highway Network Management and Pavement Performance Monitoring

Guidance is given for network level pavement performance data collection programmes in support of: (a) network condition monitoring, (b) the calibration of pavement models, and ultimately (c) the development of a Life-Cycle Cost driven network management capability. Recommendations include: (1) construction data must be complete and reliable; (2) for pavement loading, modest traffic link counts supported by good regional data, and environmental effects assessed using existing meteorological data; (3) pavement condition data for, cracking, rutting, texture, deflection and roughness, with an emphasis on low cost automation of capture; (4) intervention data standardised and accurate; and, (5) for data management, all information must be disaggregated by uniform section, and a GIS database is required, with the common reference being the location of each uniform section
