Pavement Strategy Manager

The Challenge Case Study was undertaken to present in a controlled and comparable manner in response to a defined pavement management problem. The purpose was to challenge asset management professionals on how they can accommodate the interests of infrastructure owners, managers, service providers and the wider community of road users within their analysis tasks and the procedures, rules and criteria that support their implementation. The Case Study's requirements were implemented and analysed by using dTIMS CT software. A network investment analysis under controlled conditions was used for the pavement network, the vehicle fleet, the maintenance treatment options and cost, and the road user costs. The requirements of the case study set the framework for the analysis. This was implemented in the selected system (dTIMS CT). In addition of the basic requirements of the case study, the impact of various optimisation targets (policies) was illustrated. This paper demonstrates the implementation of agency policies for treatments and analysis methodology can be successfully used to the analysis of investment options at a strategic level for this pavement network. The treatment policy highlighted the priority for safety and accessibility of the road users. The analysis methodology adopted, after the evaluation of a number techniques, was the optimisation to an overall condition for the network demonstrated through the future prediction of the safety, durability and comfort indices
