The NSPS and emission guidelines were established under sections 111 and 129 of the Clean Air Act (CAA). The HMIWI regulations limit emissions of nine air pollutants (particulate matter, carbon monoxide, dioxins/furans, sulfur dioxide, nitrogen oxides, hydrogen chloride, lead, mercury, and cadmium) from HMIWI and also include provisions for compliance and performance testing, monitoring, reporting and recordkeeping, siting of new HMIWI, operator training and qualification, and a waste management plan
