promote responsible offshore wind proj-ect development. Public investments will address common barriers and risks to off-shore projects including financial, regula-tory, technical, environmental, and social issues. DOE also will expand its efforts to analyze and facilitate technology sup-ply chains and to improve manufacturing processes, and will continue its ongoing R, D&D activities to improve the reliabil-ity and performance of utilty-scale wind turbines.
